The Teacher Service Commission (TSC) is implementing the Kenya Primary Education Equity in Learning (KPEEL) Program. The program is envisaged to realize three core results; - Result Area 1: Equalize Learning Opportunities: Result Area 2: Improve Girl’s Participation in Schooling Including in Refugee Hosting Counties Result Area 3: Strengthen Reforms Implementation Capacity The Commission is expected to intervene in the Result Area one on equalizing learning opportunities by addressing the highest teacher shortages in public primary schools in both refugee host and non-host communities. The program funding is through Program for Result (PforR) which uses the existing government system to implement program activities and secure reimbursement on achievement of the Disbursed Linked Indicator which is “number of new teachers deployed to primary schools with the highest teacher shortage”. By the end of the program in 2026, the Commission is expected to have recruited and deployed 5,000 new teachers to primary schools with highest teacher shortages. Out of which refugee host communities (Garissa and Turkana) will receive 640 newly recruited and deployed teachers while refugee non-host communities will receive 4,360.
