Recognizing their central role, the Ministry of Tourism, Economic Affairs, Transport and Telecommunication (MinTEATT), through the Department of Economy, Transport and Telecommunication (ETT), is undertaking a comprehensive update of four (4) interrelated MSME-related policies, and the MSME institutional strengthening support programs. These two projects are being implemented under The Sustaining Program Effectiveness and Advancing Resilience (SPEAR) Project, funded by the Government of the Netherlands through the Sint Maarten Reconstruction, Recovery, and Resilience Trust Fund (TF) administered through the World Bank and implemented through the National Recovery Program Bureau (NRPB)[1]. The Sustaining Program Effectiveness and Advancing Resilience (SPEAR) Project is a strategic initiative led by the Government of Sint Maarten and the National Recovery Program Bureau (NRPB), with support from the Sint Maarten Trust Fund. It aims to enhance the operational effectiveness of recovery efforts and build long-term institutional resilience. The Trust Fund is governed by a tripartite Steering Committee composed of representatives from Sint Maarten, the Netherlands, and the World Bank, which allocates resources to short-, medium-and long-term recovery and capacity-building initiatives. At the heart of these policy updates is the goal of fostering a supportive, enabling environment in which entrepreneurs and businesses can thrive and operate efficiently. Therefore, the updates, will be critical to ensure alignment between these operational aspects, policy development, MinTEATT priorities, and overall GoSXM priorities. In parallel to the policy revisions, MinTEATT has requested technical assistance from the ongoing Enterprise Support Project (ESP), funded by the same Trust Fund, to support the execution of the operational aspects of MSME programs.
