The consulting services (“the Services”) comprise preparation of an Environmental and Social Impact Assessment (ESIA) and associated environmental and social instruments for the hazardous waste management facilities proposed under the Feasibility Study (FS). These may include pre-treatment facilities (for example, segregation, dewatering and conditioning of oily sludges, contaminated soils and chemical residues); treatment facilities (such as physico-chemical treatment, neutralization and stabilization/solidification, thermal treatment); an engineered hazardous waste landfill; and associated storage, regional waste acceptance and temporary storage facilities, access roads, utilities and transport interfaces, as confirmed through the FS and agreed project scope. The main facility may be located near Marneuli, Kvemo Kartli, Georgia, at the site previously assessed for a non-hazardous waste (municipal) landfill, subject to confirmation. Building on the FS, the 2016 municipal landfill ESIA and available studies, the Consultant will undertake inception and scoping, review and validate existing information, identify data gaps and carry out targeted environmental and social baseline surveys and sampling; assess Georgian environmental assessment, screening, registration and permitting requirements for each relevant facility, alongside applicable World Bank Environmental and Social Standards and EHS Guidelines; describe reasonable alternatives considered in the FS and assess the preferred configuration without repeating technical selection or conceptual design; assess construction, operational, closure and post-closure impacts, including groundwater and soil contamination, emissions, effluents and leachate, hazardous waste handling and transport, worker and community health and safety, credible accidents, emergency preparedness, and climate and natural-hazard risks; undertake stakeholder engagement and disclosure; prepare a detailed, costed Environmental and Social Management Plan (ESMP) and agreed additional instruments (in particular, Stakeholder Engagement Plan and Labor Management Procedures); and support statutory scoping, consultation and regulatory review. The ESIA will be coordinated with the FS and engineering teams and will address regional storage and acceptance facilities to the extent required by their confirmed activities, capacities and applicable regulatory pathways. The indicative implementation period is approximately 14 weeks from commencement, plus mandatory statutory review and consultation periods, where applicable. The expected start date is [TO BE CONFIRMED]. Estimated level of effort (professional staff-months): [TO BE CONFIRMED]. The schedule will be coordinated with the availability of FS outputs and applicable regulatory procedures.
