The provision of mental health supported living service. NHS SY ICB are intending to award a contract an existing provider following direct award process C. The approximate lifetime value of the contract is - £5,130,050 based on a 3 year contract, plus the option to extend for a further 2 years. Please note -the annual value of this contract is£1,026,010 p.a. The contract will run from 09/11/2026 to 08/11/2029. Additional information: The key criteria were considered in the following ways: Key Criteria 1 The ICB requires a safe, recovery-focused supported living service for adults with complex mental health needs. The service model must: provide person-centred and least-restrictive support; promote independence, recovery and community inclusion; maintain safeguarding, medicines and regulatory standards; use a stable trained core staff team with management, Quality and Practice Team and Risk Manager support; provide flexible support within the agreed five-band model; and report quality, safety, outcomes, experience and workforce information. Weighting 30% Key Criteria 2 Existing packages at Ashmount Court and Magnet Court are paid through spot-purchase arrangements and are reported as 50:50 funded by the ICB and Doncaster Council for Section 117 placements. The provider model flexes temporary changes in support within a fixed weekly fee rather than automatically requesting additional funding. Payments for the two existing sites were reported at approximately £1.026 million per year in total, split equally between the ICB and Doncaster Council, but this must be reconciled with finance records. Positive outcomes have been achieved by service users with good feedback. Weighting 20% Key Criteria 3 The service must work as part of Doncaster mental health, social care, housing, Section 117, Continuing Healthcare and discharge pathways. Referrals and funding decisions must be coordinated through the Joint Resource Panel, with clear ICB, Council and provider roles Lifeways has established supported living provision at Ashmount Court and Magnet Court and has worked with social care referrals and Joint Resource Panel approvals. Existing residents are jointly funded and the ICB currently manages the provider payment, with Council recharge arrangements. Weighting 25% Key Criteria 4 The model is person-centred and designed to support people in ordinary community settings who have mental health illnesses. It promotes choice, independence, flexible support and access to health and community services. Referrals to the existing services have mainly been made by Doncaster social care staff, with individual approval through the Joint Resource Panel. Weighting 15% Key Criteria 5 The available model describes a trained and supported workforce, reflective practice, management oversight and specialist Quality and Practice Team support. The service supports adults to live in community settings and participate in local life. Weighting 10% The Commissioners decided that Lifeways were providing an excellent service and were likely to continue to provide an excellent service in the future.
