West Lothian Council intends to undertake a future procurement for:
- a comprehensive support, servicing, maintenance and calibration contract for two surface-mounted weighbridges, associated technology and software at Whitehill Transfer Station;
- the provision of weighbridge software and associated technology to support Digital Waste Tracking requirements; and
- the supply, delivery, installation, testing and commissioning of operator terminals, weighing indicators and any additional equipment required to support ongoing service delivery.
The Council wishes to engage with the market to help inform the future specification, procurement strategy and tender documentation.
It is anticipated that a mobilisation and implementation period will be required following contract award to facilitate the replacement and implementation of hardware and software solutions. The Council is currently considering a five-year support, servicing, maintenance and calibration term which would commence following completion of the mobilisation and implementation period.
Existing Environment
West Lothian Council has operated Whitehill Transfer Station since 2018 and currently utilises two surface-mounted weighbridges and associated software to support the management and recording of waste movements.
The existing weighbridge infrastructure includes:
- 2 x Eurodeck Euro Surface Weighbridges (15m x 3m)
- 4 x DD2050 Indicators
- 4 x Newgate Stinger Traffic Barriers
- 2 x AHR Parkit ANPR Cameras
- WinWeigh weighbridge software provided by Weightron Bilanciai Ltd
The Council is aware that certain elements of the existing infrastructure, including operator terminals, have reached or are approaching end of life and may require replacement or upgrade during the term of the contract.
Digital Waste Tracking
From October 2027, the Council will be required to report waste movements digitally via DEFRA's Report Receipt of Waste Service.
As part of this market engagement exercise, the Council is seeking feedback from suppliers regarding available software solutions and capabilities that support Digital Waste Tracking requirements, including associated integration, reporting and compliance functionality.
