Description

The National Armaments Director Group, Commercial and Industry, is developing an Overseas Facilities Management Category Strategy for the Permanent Joint Operating Bases and the Germany and Wider Europe estate.
This market engagement is to consider appropriate commercial solutions for all MOD assets and FM services overseas; the scope of any subsequent procurement(s) remains undecided. The current established overseas prime FM contracts includes Permanent Joint Operating Bases (PJOB) in Cyprus, Gibraltar, the South Atlantic Islands, the Falkland Islands and Ascension Island, and Training Estate in Germany and Wider Europe.
Under the current established overseas prime FM contract arrangements, are delivered through a mixture of Total Facilities Management (TFM), Hard Facilities Management (HFM) and Soft Facilities Management (SFM) models. These arrangements support the operation, maintenance and compliance of the built estate and provide workplace and life-supporting services required by Defence personnel and organisations.
The Authority is at an early stage in developing its future requirements and commercial strategy. No decision has been taken on the future scope, packaging of services or geographic areas, contracting model or procurement approach.
This preliminary market engagement with Tier 1 Suppliers is intended to help the Authority understand the capability, capacity and appetite of the market and to obtain industry insight to inform the development of the Overseas Facilities Management Category Strategy and any potential future requirements.
Total value (estimated): £2 billion, indicative and subject to further development.
