Supplier preparation

A supplier’s first bid checklist

Turn an opportunity into a clear go/no-go decision and an evidence-based submission plan.

THE SHORT ANSWER

Before drafting, confirm that you are eligible, can deliver the scope and can satisfy the buyer’s stated evidence and submission requirements.

01

Make the go/no-go decision

Compare the lot scope, location, delivery dates and estimated scale against your real capacity. Identify mandatory certifications, exclusions, financial requirements and contract terms. Check restrictions tied to supplier location, sanctions, reservations or set-asides in the original documents. International publication alone does not establish access for every supplier.

02

Build the evidence matrix

For each condition, record the exact requested evidence, its owner and its expiry date. Typical items can include registration information, declarations, references, financial statements, staff qualifications and technical schedules. Requirements vary; this is a planning method, not a universal list of mandatory documents. Never replace missing evidence with a general statement that it will be provided later unless the procedure explicitly allows that.

03

Check the commercial basis

Read the pricing schedule, currency, tax treatment, delivery terms, payment milestones, securities and liability provisions. Reconcile the price response with the technical scope and every option you offer. Estimated contract values support discovery and planning; they do not determine the price you should quote.

04

Plan submission and monitoring

Register on the required portal early enough to resolve access issues. Track clarification questions, amendments and revised documents. Complete a separate compliance review, allow upload time and keep the official receipt. The authorized supplier decides the price and submits the bid; this service does not make submissions or commitments.
