REQUEST FOR BIDS (One-Envelope Bidding Process) Country: Pakistan Project: System Transformation of Early Education Project – Balochistan (STEP-B) Project Number: P507717 Reference No . PK-PMU-SED GOB-579313-GO-RFB The Government of Balochistan, through the Government of Pakistan, has received grant from the Global Partnership for Education (GPE) through Grant Agent (The World Bank) through the System Transformation Grant (STG) project title System Transformation of Early Education Project – Balochistan (STEP-B), aims to improve Balochistan's education system by addressing gaps in early childhood education and primary-level learning outcomes, and intends to apply part of the proceeds toward payments under the contract for procurement of below mentioned lot/package for Public School educational facilities. The Project Director, PMU-BESP now invites sealed Bids from eligible Bidders for Goods as detailed below. S. No Description No of Schools Bid Security (PKR) Bid Submission Bid Opening 1 Procurement of School Furniture for ECE Classrooms under STEP-B 300 PKR. 2,100,000 23rd November, 2026 Time: 10:00 am 23rd November, 2026 Time: 10:30 am Bidding will be conducted through National open competitive procurement using a Request for Bids (RFB) as specified in the World Bank Procurement Regulations for Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services, February, 2025. and is open to all eligible bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from office of the Project Director, PMU-BESP and inspect the bidding document during office hours i.e. 10:00 to 17:00 hours in working days at the address given below. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR 2,000 . The method of payment will be cash. The documents are to be collected by hand or request through email. Bids must be delivered to the address below on or before 10:00 Hours 23rd Nov, 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at PMU-BESP office on 10:30 Hours 23rd Nov, 2026. All Bids must be accompanied by a Bid Security of PKR. 2,100,000 in form of Pay Order / Demand Draft / Bank Guarantee as mentioned in the bidding document, in favor of Project Director, PMU-BESP, GoB. “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
