Specific Procurement Notice – Initial Selection Document (ISD) Invitation for Initial Selection Plant (Design, Supply, and Installation) Procurement of: Design Verification, Update and Construction of Mandalgobi - Arvaikheer 220 kV (287 km) Double-Circuit Transmission Line, in Three Lots Employer: Ministry of Energy of Mongolia (MOE) Project: Fourth Energy Sector Project (ESP4) Contract title: Design Verification, Update and Construction of Mandalgobi - Arvaikheer 220 kV (287 km) Double-Circuit Transmission Line, in Three Lots Country: Mongolia Loan No.: IBRD Loan No. 9873-MN RFB No: MN-MOE-ESP4-1-CW-RFP Issued on: 29 October 2026 The Government of Mongolia has applied for financing from the World Bank toward the cost of the Fourth Energy Sector Project (P509161) and intends to apply part of the proceeds toward payments under the contracts for “ Design Verification, Update and Construction of Mandalgobi - Arvaikheer 220 kV Double-Circuit Transmission Line (287 km), in Three Lots” . The Ministry of Energy intends to initially select Applicants for Design Verification, Update and Construction of Mandalgobi - Arvaikheer 220kV Double-Circuit Transmission Line (287 km), in Three Lots. CONTRACT DESCRIPTION CONTRACT PERIOD Design Verification, Update and Construction of Mandalgobi - Arvaikheer 220kV Double-Circuit Transmission Line (287 km), in Three Lots Lot 1: Tower No.1 to Tower No. 288 Lot 2: Tower No. 289 to Tower No. 580 Lot 3: Tower No. 581 to Tower No. 868 Time for Completion: 24 months (Design Verification, Update and Construction) for each lot (Lot 1, Lot 2 and Lot 3) Defect notification period: 36 months Applicants are expected to have the following minimum requirements: A. Three (3) Lots: ≤ Three (3) similar contracts, each with a minimum value of US$6.0 million equivalent, but with the total value of the contract(s) equal to or greater than US$18.0 million equivalent. It is expected that the Request for Proposals will be issued in January 2027 . Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, February 2025 (“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations.
