The Government of the Republic of Zambia (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) of the World Bank (the “Bank”) in the form of a “Credit” (hereinafter called “Credit”) towards the cost of Green, Resilient and Transformational Tourism Development Project (GREAT-TDP), name of project. The Ministry of Tourism (MoT), Project Implementation Unit (PIU) , an implementing agency of the Client (Borrower), intends to apply a portion of the proceeds of this credit to eligible payments under the contract for which this Request for Expression of Interest is issued. The consulting services (“the Services”) seeks to engage a Consultant (individually as a firm or in association with other firm(s) in the form of Joint Venture or Sub Consultancy or as a Consortium) to provide consulting services for the development of the Destination Plan (DP) and Strategic Environmental and Social Assessment (SESA) for the source of the Zambezi River and surrounding areas. The proposed assignment is expected to be carried out in ten (10) calendar months and is expected to start in the second week of January 2025 ensuring full consistency with the TOR attached or referred to in this REOI. The Terms of Reference (TORs) for the primary procurement stage for the assignment are attached to this request for expressions of interest or can be obtained at the address given below. The Ministry of Tourism (MoT), Project Implementation Unit (PIU) , of the Green, Resilient and Transformational Tourism an implementing agency of the Client (Borrower) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: required qualifications and experience of the firm; core business and years in business, relevant experience, technical and managerial capability of the firm. Note: The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria . Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain only the first ranked firm determined to possess the adequate qualifications and experience similar to the assignment. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition November 2023 and as amended Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A firm will be selected under the method Selection Based on Consultants Qualification method and in a Full Technical Proposal (FTP) format, in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” Fifth- edition, dated September 2023 and as revised Fifth Edition dated September 2023 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org Further information can be obtained at the address below during office hours i.e. 0900 to 1600 hours during working days.
