Specific Procurement Notice Request for Bid Information Systems ( Design, Supply and Installation ) (Without Prequalification) Purchaser: The Ministry of Digital Development, Innovation and Communications Project: Smart Government II project (P176631) Contract title: Enhancing Environmental Information Center (EIC) System (related hardware) Country: Mongolia Loan No. 7090-MN RFB No: 2.1.9.1 Issued on: 1 April 2026 1. The Government of Mongolia has received financing from the World Bank toward the cost of the Smart Government II project and intends to apply part of the proceeds toward payments under the contract for Enhancing Environmental Information Center (EIC) System (related hardware). 2. The Ministry of Digital Development, Innovation and Communications now invites sealed Bids from eligible Bidders for the design, develop, and deploy the Environmental Information Center (EIC) e-platform. 3. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (September, 2025) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from the Smart Government-2 project, at procurement1@smart.gov.mn and inspect the bidding document during office hours 09:00 to 18:00 hours at the Integrated Project Implementing Unit’s address as follows: Smart Government-2 Project Office, Address: Room No.201, 2nd floor, Telecom Mongolia Service Hall, Central Post Office Building, Sukhbaatar Square - 1, Peace Avenue, 1st Khoroo, Chingeltei District, Ulaanbaatar 15160-0012, Mongolia Tel.: 976-51-261268 (o) E-mail: procurement1@smart.gov.mn 5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MNT 50,000. The method of payment will be Bank transfer to following account: Account name: Smart Government-2 project / -2 / Account number: MN120090101900011844 Beneficiary’s bank: State Treasury of Mongolia / / The document will be sent by email to potential Bidders who have purchased the bidding document, and the bank transmittal slip must be submitted with the written application to the Project Implementation Unit either by email or in person. 6. Bids must be delivered to the following address on or before deadline of 15:00 hours, 6 May 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. A soft copy of the bids, password-protected by the Bidder, must be sent to procurement1@smart.gov.mn. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
